From what I hear, none of the surrounding area Police or Sheriffs are willing to help Portland. The risk to the cops is too high that they will be brought up on charges of some kind.

I did not live in Western Oregon then. But Portland has always been different place. Even when Governor McCall was very high profile Nationally, Portland was different place, sort of odd man land.
