I think, like in most decent drafts, there will be young players who are not ready now, but have a huge upside if they put in thew work. That is who they need to identify. If this is a good a draft as some "experts" say, then at 9 or 10, there will be a couple to choose from.
But you are right, they may not be as good as most who are currently on the team now. Because many of our current guys will also improve. We do have quite a bit of talent despite not having a "star".

Ayton, Clingan, Williams
Now, granted, not all of those vets will be back, so openings will be available. I am just not counting on the player being ready for a year or two.
And of course, the pick could be traded.
