I think that's debatable. Yes, with radio you have to describe everything, because you know the listeners can't see anything. With TV, you have to strike the right balance between explaining what's happening but not insulting the viewers' intelligence by telling them what they can clearly see. They're inarguably different skills, but I don't know if one is necessarily tougher than the other.Radio play by play is much more difficult than TV play by play.
