Question: Does BLM as a whole have a unified message? In again reviewing the video by Woodson, it appeared that there are many chapters (factions?) nationwide - along with quotes and printed matter from within each chapter. I'm just curious how much control the mother ship has on its various constituents?

I don't know. I don't speak for BLM nor am I a member. All I can go by is what they've posted on their websites. I do think their crime website does an excellent job of breaking down the problems and proposing answers. And again, not all of those answers I agree with but it does do a better job than most in all of this of creating a base for discussion.
And truly, discussion is what is needed right now by all of us.
Your video doesn't foster that. All that video did was shit on BLM. I'm not sure that is the best tactic. BLM is not going away. I would rather hold them to the standard they set in 2015 and continue that discussion.
I also believe that the average BLM supporter and protester isn't even aware of that website or BLMs nationally stated goals and discussions.
It's time to inform them and inform ourselves so we can all have a more informed discussion and together we can find solutions that benefit all of us but especially the black communities in this country.

To answer question about the various groups. Again, I don't know. I do think it's similar to the state level republican and democrat parties and their stated goals vs the national party platforms. Do the state platforms speak for the national parties? I would say not.
Does BLM Chicago have the same needs and concerns as BLM Portland? For a variety of reasons I'm guessing not.
Does the dem party of North Dakota have the same platform as the dem party of Oregon? Again, for a variety of reasons I'm guessing not.

the one concern I've seen is that the bill's language is pretty vague about the definition of "deferred maintenance". That might be a bit of paranoia but the argument I saw was that logging and clear cuts might be stretch into being considered deferred maintenance
