This is a new professional basketball team being instituted in the same city, with the same 70's styling, with the same basic logo elements. They've taken many of the original elements and rearranged, repurposed, and repackaged them into a new version with callbacks to the original--thus, a remix.
It's clever and cool--don't overthink it (like I just did).

If I lived nearby I'd go for sure.Knowing the culture of Portland, I could see the Remix becoming almost as popular as the Blazers, as following something like the G League would be a very hipster thing to do.

I believe it refers generically to rules for laying in the GLeague. Which comes across confusing, as you mentioned. But a college player can't try out, make the team, have practice with their college in late October, and then stay on the team. Or, ignoring the tryout, a college player is(I assume) ineligible for the GLeague if they have done any college activities after that date.I'm confused by that last part. It says "not have participated in basketball activities after October 15th, 2023" .... Which is almost a month AFTER the tryout. Did they mean 2022?
