As far as what the Blazers could receive from Cleveland, it's pretty slim pickings. Here's a look at their future picks:

Cavs could waive him but it doesn't help them cap wise. Creating a TPE helps them much more. I believe Portland could take him on, waive him and still have their $24+M of cap space for something else.

I don't think the cavs give us Christmas...but if I were Olshey I wouldn't do the deal unless they did...they seem pretty desperate
Cedi over Rakeem is an easy call.
I think the idea is for Cleveland to get a TPE so they can trade it for a much more useful player. They could just cut him to save his contract plus taxes. The Blazers have no reason to tie up any cap space by keeping him.
