The thing is we all hope this is true. We want them working hard to produce a vaccine as quickly as possible. We also all want them to be approved using the safest and most thorough processes available.
Even if they get one working and approved by years end we still have a very long ways to go. Wide spread vaccinations will take many many months after approval. We are looking at 400K + people dying by years end and possibly close to a million deaths before this completely under control.
That is 1 million people in this country alone!

Trump seems to think when a vaccine is ready anyone can just go get one and covid-19 will end for good. Everything will go back to normal. Or maybe he just doesn't want to panic people?

It's probably best to remove Trump from everyone's discussions of vaccines given that he just says whatever the heck just pops into his head at the moment. That said, the program to deliver safe and effective vaccines to the American public seem to be on track for mass availability by April of next year:

Multiple White House staffers may have tested positive for the coronavirus, according to reporters.

Reporters in the White House press pool received their routine COVID-19 test later than usual on Wednesday morning, reportedly because several employees had tested positive for the disease.

“The White House called the journalists from the pool 30 minutes late to get our routine covid test. I was told they were late because ‘It was a very busy morning. We had a couple of positives today,'” tweeted journalist Raquel Krähenbühl.

White House press secretary Kayleigh McEnany declined to comment during a briefing after the news broke.
