Because the photos TMZ got don't show Howard's face (like his shoulders aren't a DEAD giveaway), and the girls (two!!) were clothed.

There is a circulated photo of a couple of youngish girls hanging around with him in a hotel room or someplace. That's all I've ever seen that folks might use to draw certain assumptions.
