People always say this. Ref's perspective:

I don't care whether or not you lower your shoulder. As a matter of fact when you do you become vulnerable to small guards taking the ball away from down low.

What I do care about is:

A. Did the Defender maintain a legal guarding position?

B. Did the Offensive Player go TO and THROUGH the Defender?

If both of those answers are affirmative, you have a charge. If the answer to EITHER of them is no then you have a blocking foul every single time.
