So both attacks were the same terrorists. 3 men plowed through people as they crossed the London bridge then drove to the market got out of the vehicle and proceeded to stab people. I really don't see a simple answer. Kill or arrest those who have not committed crimes yet and risk marginalizing more folks who could end up becoming terrorists. This is why I think its better to prevent them from coming in the first place. They usually don't give off warning signs. Bigotry itself is embedded into mainstream Islam, so it's not as though you can that as a tool to figure out who will actually kill for it.
