He's on his way to Kuwait. That's gotta be "safer" than Iraq or Afghanistan right?

Yes, but depending on what he does (MP, infantry, medic) even Afghanistan isn't that bad anymore. Maybe over a beer someday I can tell you what I think is happening (vis-à-vis coalition leadership and orders) but for now I'll say that there are extreme measures being taken to keep people "safe"--like, say, not leaving bases.

If he goes to Iraq or Syria, though, tell him to keep his head on a swivel.
