Of the shitty teams in the top 5 (or bottom 5), Portland and Charlotte should be the #1 and #2 teams in the lotto.

Detroit had the #1 a while ago, same with the Spurs (and they sure as fuck don't need *ANOTHER* #1 pick again)...and the Wizards tanked 10x worse than Portland did.

Call me crazy but I feel that the Bucks moving down to the third seed might have been by design in the end.
