The Heat grabbed Love and Portland is probably #3 on the pecking order of these teams in terms of opportunity and situation.

Both have ~$1.1M of the MLE remaining (so Noel could sign & receive ~$800k in his pocket). Both have the $4M bi-annual exception that they could use to sign Noel (he would see ~$3M in his pocket). I don't think Noel is worth using the bi-annual exception on & loosing that tool for FA in July.
Dallas also has 15 players (so someone would have to be cut). The most Dallas can offer is a minimum contract, which would put ~$500k in Noels's pocket.
He is going to go where he has the best chance of getting to the playoffs winning. He has played in Dallas and might like to return there. He would get the most minutes here in Portland. It will be interesting to see what he chooses.
Judging by @CJ_is_Gone , he may not be going where he chooses since all 3 of those are kinda hamstrung and have to kind of make the choice for him.
