That’s because for some reason they’re showing you the top 7 players in all time assists made. The list isn’t filtered by turnovers. I think they wanted to show how his turnovers compared to the best passers in league history.Some pretty big names on that list though.

If it was me I'd say position and games played would have the most to do with it. Still that list you put up has some great players. Some of the very best to ever play the game.Not as much as assist to turnover ratio. Stockton was close to a 4-1 ratio.
Kidd was 4-1.
