On your usercp is a link on the left, "Pictures & Albums"

Click on that, it'll ask you to click on a link to start an album, then you can upload pictures to it.

Any picture you see on a WWW page (that isn't flash), you can right click on and "save Image as" (in Firefox, the other browsers may have different wording). Save image to your desktop or wherever.

Once you've created an album, you can upload pictures from your desktop or wherever into your album.

When you view a picture in your album, right click on it and "copy image location" - this copies the URL of the image in your album to the clipboard. You can then paste that into a post or your signature.

You can also use the advanced editor and below the editor is a button "Manage Attachments" - click on that and it gives you the option to upload an image from your desktop or wherever into the post, or you can paste an image location and it'll grab the image from there and add it to your post.

1st attachment to this post is a screen shot of the upload picture to album page. 2nd is manage attachments to post page (note the manage attachments opens a popup window, so you need to allow your browser to do that for S2).
