Don't think Target does it anymore. None of your Walgreens, CVS, Costco return your negatives since they mail them out. If they F up the exposure, you're screwed. Blue Moon Camera on N Lombard is your best bet. About a buck a pic for 35mm doubles developed and printed. (I still use an old school Canon eos at times). They do all their stuff in-house. IMHO- the digital just doesn't have the color and depth of film. Anyways....
