In other words, defund IRS so it can't enforce rich people paying taxes. Set up new bureaucracy answerable only to Trump whose purpose is to collect bribes from overseas entities. What could possibly go wrong?
 
There already are institutions for collecting tariffs. Trump proposing duplicate, so much for government efficiency. In Russia all income passes through Putin's hands. He is Trump's role model. The million dollar bribes he is getting from tech companies are pittances in comparison.
