I think you avoided the point - yes, tactics are necessary to reach a goal. They aren't necessary to set a goal. Goals can be measurable even without a plan.
OB getting elected president - easily measurable - how many electoral votes will he get? But no plan exists (yet).

Sure, if I agree I usually don't bother responding. Not a big fan of constantly posting "THIS."

Conception of an goal usually comes before tactics to achieve the goal. With complex goals, the tactics may take quite some time to work out.

When we decided to go to the moon, were all of the tactics fully worked out before the goal was announced? When we entered WWII, were all the battle plans drawn up ahead of time?

I didn't say they were need to set a goal. But they are certainly needed to accomplish a goal.

Goal...lose 200 lbs....ok, steps are you going to take to hit your goal.
If I had an employee tell me his goal was to increase sales by 20% and he couldn't tell me what is tactics/steps were to achieve it and with whom, Id ask him to provide me the information with time lines.
Its easy to blurt out a goal the tough part is the plan to achieve it.

Im good with discussing goals before authoring and implementing a plan to achieve and/or improve.
But, before calling a press conference (which would be part of a plan) with a contingent of supporters, you'd think there was some sort of plan already created? Its kind of unrealistic to announce certain objectives without measurable criteria to accomplish?

I think she's trying to get national consensus on the goals. The way to do that is to get people talking about it.

I don't think that's a bad thing. It gives citizens a chance to debate the issue. The alternative is to have politicians cook something up in a back room and pass it without discussion.

And her reward? Having her (alleged) campaign finance fraud filed with the Federal Election Commission. Supposedly, paying your side piece is supposed to come from personal money, not campaign funds. I think?

I'm not sure you are using that term correctly, as it implies an illicit relationship. Far as I know they are both unmarried?

I may not be. I thought it was a euphemism for “boyfriend”, “partner”, “friend with benefits”, etc. I was not implying that the relationship was illegal.
