I think Mulvaney explained it concisely and the article is written in a biased and misleading manner.

As a taxpayer I don't want my taxes going to any non-profit organization. If I want to support their cause I'll donate directly to them.

Government's role is not to decide to whom and how much I should "donate" to "charity".

It's not compassionate, it's mean. We have friends that pay for, prepare and deliver meals on wheels through their church. Although, they have plenty of money, their father/father-in-law, taught them to help others with their hands. They also do home maintenance, repairs, yard work and house cleaning for the disadvantaged. Now, that's compassion. By the way, the wife calls me 'brother' and their two adopted daughters call my wife and I aunt and uncle and we love them dearly. People like that are easy to love.
