No, 3 has equal odds with 1 and 2 at 14% if the 4th worst record only belongs to one team the odds drop to 12.5%. The same thing happens with pick 2, 3 and 4. Equal odds for teams with the worst, second worst and third worst records and a small drop off at the fourth worst record followed by bigger drop offs the better the record.
