So you think administration officials should be above the law. Not just the president but all of them.
I don't think the constitution says "Congress shall make no law that infringes on the rights of the executive branch to do whatever the hell it wants, no matter what".

Of course they can try. I don't know who would have signed it to become law. Unless of course it does not apply to the chief executive.
But no way to make it stick, There is only one executive in the US government authorized in the Constitution. No way for congress to create a law, that requires something of one of his subordinates that he may not even have.
He says, go pound salt. That's it. unless they want to impeach him. They could try.
