Hard caps do kinda suck if you draft a bunch of stars. You could restrict the Bird Exception further--making it only eligible for players you drafted. That would still suck if you traded for a prospect and watched him flourish under your development (and it might have the unintended consequence of reducing trades for young players) but it gets complicated to write the rule for all the things we want to reward teams for but preventing abuse.

It would negate tanking though. Teams wouldn't want to be bad for 5 years because they couldn't keep all the stars they accumulate. I do like having a bird exception that you can only use on one player to allow the team to go over the hard cap. You could work it so that the team gets that exception if they don't have any players signed in free agency making over a certain portion of the cap. (So that GSW wouldn't be able to use that on Dray or Klay since they have Durant. This would stop teams from being able to sign star free agents then use the exception to go over with their load of drafted stars). Anyway, the drafted players contract that goes over the hard cap would be designated as that teams "Bird Player". During the life of his contract, they wouldn't be able to sign any other player over the hard cap. They'd be able to trade evenly if salaries matched. If they traded that player and got under the hard cap, and didn't have a near-max level free agent they'd get their bird exception back to use on a different player they drafted.

It would really balance out the competition.

GSW would have to let one of their big 4 go, and likely wouldn't be able to keep Iggy.
CLE would've had to decide between Thompson and Love.
TOR likely would've had to let one of Lowry, Derozen, Jonas, Ross, and Carroll go.

MIA would've still been able to sign their big 3, and still would've had almost no bench.

OKCs trade of Harden would make a lot more sense.

It would create a more even salary average among all 30 teams and would create a more spread out wealth of stars.
 
There are likely good reasons NO shows no interest in Noel.

You shouldn't assume Philly wants what forum members thinks is a good trade. Philly is probably asking for CJ, plus.

Philly spent a #1 pick on him, and the case hase been made he's the next David Robinson or something. Philly thinks so, too.
 
Ouch. That part about Festus getting hushed by CJ sounds a bit awkward. Not that I think Festus should have to be only seen but not heard. I think he has a right to speak, but if I were in his shoes, the only things out of my mouth in that situation would be positive and succinct, and probably not in an "everybody gather around and listen to what I have to say" fashion. The article made it sound like he was being a bit critical. Didn't it use the words "stern" and "speech"? Yeah, that wouldn't go over so well with me either. Dame can talk to everyone like that. Not sure who else has a leadership type role on the team though. I got the feeling last year that Hendo was providing some steady veteran leadership, and I think we miss that. Dame is a good leader, but he could use a strong wing man. Does CJ ever take the reins, or does he just score points?
 
I have no problem with Festus giving locker room pep talks...we have sucked defensively through that stretch....Earl Watson is a head coach now because he was that guy in our locker room....never really played but would get in guy's grills ....Jay Triano now works for Earl....you need that with a young team..Festus has won at the highest level on a damned good defensive team

Fair question. For what it's worth, CJ was the one who hushed him. He is certainly not Dame in style, but he seems pretty savvy to me and someone who could command some locker room respect in his own way.

Same. Aminu doesn't seem like the type to speak up though. I get the feeling that Moe is perhaps growing into more of a leader for us. Ed might have some pull. He's probably the closest we have to an enforcer too.

That's why if Aminu did speak up I would listen. Not sure about Mo yet. Sometimes he just seems happy to be playing.

Buzzkill, cause I was bout to jump full on the BNM bandwagon of Noel and Ibaka. But not at the cost of CJ. Those are the guys needed to make CJ and Dame work together.

I would put Harkless in that mix too. He is younger, but he brings it every night and has actually already spoke up.

This is the problem. Lillard is a leader but beyond that? I think someone like Plumlee should speak up more. That guy plays hard every night and shows no fear when guys from other teams step to him or his teammates. He's earned a louder voice but I'm guessing he's not used to that extra freedom yet. Harkless is in the same boat.

If Meyers spoke up I would literally slap him.
 
Here's my summary of the Haynes interview on 1080. As @yuyuza1 said, it's full of speculation.

D&S: Why would they be scared of losing one of the UFA's for Howard?
Haynes: Injury history (Back, knee), and then character. Don't know for a fact, but that was probably an issue. I do know for a fact that character has been a major concern for Olshey since he joined the Blazers, primarily after the Felton/Crawford era, and then the Jailblazers prior to that.

D&S: You wrote about Festus practicing then shutting it down. You say some in the org are puzzled by that move. did he decide that independently?
Haynes: Caught org by surprise. He feels he needs to get this done, but he has practiced and players say he looked good and had no swelling. The org saw no setbacks or signs, but then all of a sudden he's shutting himself down. They knew he was a gamble, but they thought he'd play 55 games.

D&S: How concerned should fans be about the team's chemistry?
Haynes: I don't think they should be concerned. Festus isn't playing, so that little riff w/CJ isn't a problem. The guys who are playing are tight, Dame's a great leader. The Festus element has been puzzling, a nuisance, but the chemistry overall is good.

D&S: You mentioned that Noel and Cousins aren't on Olshey's radar. Does that surprise you with Portland's interior struggles?
Haynes: No, because as I mentioned, Olshey cares about character. This team is very young, so they ahve to be very diligent about who they add to the locker room. But if they want to bring in a big piece, CJ's going to have to be included. And would that deal put you at the SA/GSW level? I don't think it does.

D&S: You mention the Dame/CJ part. How bad would it need to go before the FO considers breaking up Dame/CJ?
Haynes: If they're still outside the top 8 when approaching the deadline, I think you have to consider it, even with guys of questionable character. But I didn't get the sense that they're in any rush to make any move because they don't have the sense that any deal will elevate them to contender status.

D&S: Do they regret not signing Rolo?
Haynes: You have to look at that. I don't know. You also have to look at the Will Barton trade. You can make the case that he's better than Turner. You can look at moves that seem like they didn't work. I bashed the Turner signing. But these are the players that they have.

D&S: Team is young, but Dame is the leader. At some point, don't you need to trust the leaders in the locker room to be able to be a positive influence on a player of questionable character?
Haynes: At a certain time, but I don't know if that time is now. Dame is developing into a solid leader, but I don't know if you'd put him as one of the top leaders in this league. He's a leader, but I wouldn't really consider him a veteran. So as far as moves go, you're probably not looking at anything more than a minor move this season.

JVG was hilarious last night. He started saying something about this Festus-CJ thing, got caught up wondering whether he should really say anything, and had an awkward 20 second pause until Jackson saved his ass.

I love JVG. If we ever do get to the stage where we wanna get rid of Terry, he's the guy I want. I heard someone say he's really interested in getting back to coaching, but only in the right situation.

That right situation is not here. I highly doubt we are on his radar. he has bee an east coast guy for one, and when he says the right situation, I think he means an MVP caliber player on an above .500 team. or a Phi type team with just TONS of upside.
