I would think a simple speech, letter or email from their Commander in Chief should suffice.

Something to the point like "The US Military has finally officially admitted that many of you are gay. Nothing else has changed. Continue with your duties."

I don't know. Are 18 year olds adults? I don't consider them such (although, of course I did when I was 18).
