You're misreading those numbers. Simons is making over 1.5x as much per season (on average) as Trent Jr.
Simons $3,985,080 is over two seasons. That's an average of $1,992,540 per season.
Trent's $3,919,177 is over 3 seasons. That's an average of $1,306,392. So, Simons is making an average of 52% more per season.
Trent is locked in for the 3rd year at that rate. If the Blazers pick up the 3rd year team option on Simons, he will make will be $2,232,720 in his 3rd year. Simons' 4th year team option of $3,905,027 will be nearly as much as Trent's entire 3-year contract.
I swear sometimes people around here are just looking for something to bitch about. The headline of that article could have been better written (Trail Blazers second-rounder Gary Trent Jr. to receive higher salary guarantee than six first-rounders), but it did include the word guarantee, and if you actually read the article it's clear they are comparing 3 years salary for Trent to 2 years salary for everyone else.

I read it and it still seems like we're overpaying for him. I know it's not much on the grand scheme of things but it's a pattern with Olshey.
