The reason your plan worked in Japan and Germany is because their leaders unconditionally surrendered, and gave complete security control to the allies. And many of their leaders were punished for war crimes.

I believe a case of your plan, of only having partial control, not working is Korea. The part controlled by the allies did much better for their people. And people still controlled by the communist are in far worse shape. Plus, this war never ended. More than 70 years later, N Korea is still a treat to world security today. The wars with Japan and Germany did end.
