Portland was never under the cap. In the CBA, these provisions are always considered at the 'end of the transaction'.
Additionally to truly be under the cap - Portland would have had to waive the MLE (or tax MLE) and all the CAP HOLDS they have.
Portland's current cap number is $137M. If we subtract out the $6M for the new contracts (Zeller, Snell, McLemore, Brown) and an additional $1M for the difference in salary between Nance/DJJ -> Portland would have had a best case cap number of $130M after re-signing Powell.... This is WAY over the salary cap of $113M.
I understood it to be that exceptions and cap-holds are not guaranteed and wouldn't be counted in terms of determining if the Powell contract caused the Blazers to go over the cap. Only guaranteed money for that calculation...maybe
besides that, if what you say is true, it would imply that Powell's contract did not cause Portland to breach the cap, and that would mean his trade-by date is Dec 15....no?
