Portland was never under the cap. In the CBA, these provisions are always considered at the 'end of the transaction'.
Additionally to truly be under the cap - Portland would have had to waive the MLE (or tax MLE) and all the CAP HOLDS they have.

Portland's current cap number is $137M. If we subtract out the $6M for the new contracts (Zeller, Snell, McLemore, Brown) and an additional $1M for the difference in salary between Nance/DJJ -> Portland would have had a best case cap number of $130M after re-signing Powell.... This is WAY over the salary cap of $113M.

I understood it to be that exceptions and cap-holds are not guaranteed and wouldn't be counted in terms of determining if the Powell contract caused the Blazers to go over the cap. Only guaranteed money for that calculation...maybe

besides that, if what you say is true, it would imply that Powell's contract did not cause Portland to breach the cap, and that would mean his trade-by date is Dec 15....no?

No. The actual 'breaching' the cap is irrelevant. The team is either above or below the cap when the contract is signed. Portland was/is above it....

In lieu of the previous BYC rules for ordinary trades, teams are now prohibited from trading players for three months or until January 15 (whichever is later), instead of December 15, when the signing satisfies the BYC critieria3 (see question number 101). The extension to January 15 applies to both sign-and-trade transactions and regular signings.

In addition, teams cannot trade players under the following circumstances:
  • For three months or until December 15 of that season (whichever is later) after converting a Two-Way contract to a standard contract (see question number 83), with the three months beginning on the date the contract is converted.
  • For three months or until January 15 of that season (whichever is later) after re-signing a free agent with Larry Bird or Early Bird rights, if the team is over the cap, the player's new salary is above the minimum, and he receives a raise greater than 20%.
  • For 30 days after signing as a draft pick. This applies even for later-signed first round picks, who are signed using cap room at least three seasons after they are drafted (see question number 49).

Instead, focus upon the real problem: Dame + CJ will not net us a championship.

Yeah the CBA is really clear that it's 3 months after signing or January 15th whichever is later and Norm signed his contract right at the beginning of free agency. So he's definitely in play before the deadline.
