If he hasn't officially retired yet, and we haven't used the amnesty on him, why can't we trade him to a team who wants to have him retire and come off their books?
 
You'd have to make the trade work under the CBA. Which teams out there can do it, or would do it?
 
He doesn't come off the books if you acquire him after the career ending injury. Roy is untradeable.

So why was there all that talk of Rasheed offering to be traded before retiring for the Celtics last summer? Is it different because this is a medical retirement and Rasheed was just forgoing his contract?

Exactly. Voluntary retirement and medical retirement are completely different.
