Whitsitt would excel in today's CBA, just as he did then. He was a brilliant GM who could get something out of nothing, and was destroyed by Oregonian peanut-brain moralists.

Whitsitt destroyed himself. He built a championship roster (the best roster money can buy) and after one poor shooting 4th quarter, panicked, blew it up and couldn't stop meddling.
The team was mediocre before Whitsitt got fired. He made it that way. First round fodder his last three seasons in Portland.

Who to change...GM, coach, or some players...it's all 3. Coach would be my choice for first in order, but seeing any order would be a miracle.
Bored with no change by the GM, I stopped watching late last season after Nurkic went out, and flirted with new teams this Fall, but they have less talent than the Blazers (because they aren't in salary hell). It looks like other fans are catching up to me, and will eventually affect ticket sales.
No one is catching up to you because a vast majority of them will still watch the team, just not go to the game.

Every other player is inconsistent or they just don’t show up. So you either trade cj and get some players who can play in return or try and make trades, get some actual players on the team around dame and cj
I'm assigning blame as 2/3 Neil and 1/3 Stotts. Neil put this poor and unbalanced roster together and paid a very steep price. I'd fire him first, Stotts is stuck with this and some of the players really don't fit his system well - I still would not mind a replacement for him either.We are in full treadmill mode. We can't wait for Collins to develop.
CJ/Dame just isn't a good duo to build around.
Stotts is a middling coach. He's good at getting the most out of his talent, but I don't think he's on the same level as a Kerr or a Pop. We don't have a LeBron to make the coach irrelevant.
At this point, I'd fire Stotts and crew. Trade CJ. Give Neil one more summer to pull it all together or he's gone too.
