Blazers save CLE from over $20Million in Luxury Tax payments. I've seen some calculations even higher than that. For that, POR gets a Top-10 protected pick and cash considerations.

And they get closer to or over the salary floor.

Apparently it is the 2020 2nd round pick (protected unless pick 55-60) that Portland sent to Orlando as part of the Harkless trade in July. Orlando transferred ownership of that pick to Cleveland.
