It really is an easy solution, if you don't like the way a charter school conducts themselves . . . don't send your kid to that charter school.
I agree with eastoff in that if you want to complain about the way schools disciplining their children, the biggest offenders would be charter and private schools.
Public schools are too afraid of being sued to really do what they think is best for the child and the school, IMO.
