This looks like a salary dump by the Hawks, possibly becoming a player in the FA market, and going young at the same time. That's if they decide against re-signing Millsap to another contract.

Howard has fallen off dramatically since his prime, plus he's the type of player this era has marginalized plus he doesn't like playing in the pick-and-roll, so he can't even be DeAndre Jordan. I'm not at all surprised that his value is super low.
