KAT is as talented as the rest of this list all together. You cannot expect Porzingis and KAT having massive impact in their second year, but they ll probably do in their 4th or so. AD has such a shitty supporting cast that cannot be really blamed for not a massive impact+he is kind of injury prone.

AD plays along an All Star center and All Star (in East) Point Guard. And he still couldn't get his team to playoffs.

We'll if the Blazers are still in there developing youth movement at the end of the star(s) contracts we will see how they react. In today's NBA stars just want to win and build super teams and if that's not happening in Portland....Things can change.
