I thought this very same thing... not the showman part but Powell telling Neil to pull the trigger on a CJ trade before he'll sign on the line. It would be really cool if there was one tweet from Woj announcing us getting Simmons or Siakam and re-signing Norm.

There is so much talk about different exceptions, and how they can cause a team to be hard capped. And I don't have a good handle on how much the Blazers can spend, if anything, without using that tool. So what I want to know is could Zeller be signed without hard capping the team?
