Just because a guy is in the "no charge" zone, doesn't mean that if he's planted and you ram into him it's a blocking foul does it? Isn't that just a no call

No sir if the ref calls it, it's two free throws if the ball is above the shoulders(and a shot was being took place, judgement call). Always results in a blocking foul unless the offensive does some other offensive foul.
