the point is, that is a stupid fucking idea, and it does nothing
and i wouldnt expect you to see injustice in a system such as:
build a prison
charge money from the state to fill it
spend millions lobbying for stricter drug laws
profit
more people in jail, more money they make
but i thought id give it a shot

Where did you get that pretty picture? The reason I ask is: read any history around the leadup to WW2 (I've done my share) and you'll see that the purge alone in 1937 killed anywhere between 250k and a million people. Your chart doesn't show that. Additionally, it seems to show "new enrollees", not total population. I'm relatively certain that we didn't add 2.3M new enrollees last year.

A better start would be to stop overpaying realtors.
